About the Finance Department


The Finance Department oversees and manages all the financial aspects of the Authority and drives its financial strategy and planning.

 

The Role


The Head of Finance will be responsible for managing the Finance Department as follows:

  • Conduct analysis to make forecasts and report to the Executive Committee;
  • Coordinate the collection and compilation of information for budgetary purposes and compile annual budgets together with the necessary ancillary budget explanations for presentation to the Executive Committee and the Board of Governors;
  • Monitor of capital and operating expenditure against pre-approved Authority budgets;
  • Retain constant awareness of the Authority’s financial position and act to prevent problems;
  • Manage the timely invoicing and collection of receivables including aged debtors;
  • Lead licence holder fee reviews;
  • Compile timely and detailed reports on financial performance comparing to budgets on a monthly, quarterly and annual basis for the Executive Committee and Board of Governors;
  • Prepare FDRS returns to Ministry of Finance;
  • Manage the procurement function of the organisation, including procedures, negotiating with suppliers and the issue of tenders, where applicable, in line with the policies established by the Board of Governors and in line with the Procurement Regulations in force;
  • Ensure adherence to financial laws and guidelines;
  • Set targets for and supervise all accounting and finance staff;
  • Reports on a regular basis to the Chief Operations Officer and the Executive Committee.
