About the Human Resources and Development Department


The Human Resources and Development Department within the MFSA is responsible for recruitment, training, career development, and performance management. It acts as a business partner whilst ensuring compliance with the MFSA’s Ethics Framework.

 

 

The Role


The selected candidate will develop and implement a human resources strategy and policies, support staff recruitment and reward management, promote a high performance culture within the Authority, and foster staff development. The Head of HRD will play a key role in the formulation of the vision and the design of the human resources strategic plan of the Authority together with its implementation. The role will involve frequent communication and reporting to the Chief Operations Officer (COO).

The individual will be expected to carry out the following tasks:

  • Define and implement the MFSA’s overall HR strategy;
  • Drive the Authority to proactively anticipate, plan and meet staffing needs as they arise;
  • Advocating and building awareness within the Authority of the strategic importance of HR management;
  • Support the COO by providing HR advice, flagging important issues proactively to the decision-making bodies and providing relevant input for their decisions;
  • Design strategies to recruit, nurture and retain talent within the Authority;
  • Manage the Authority’s performance management system to contribute towards building a high performing organisation;
  • Ensure a well-designed and clearly articulated succession plan;
  • Design and implement the Authority’s human resources development plan in close liaison with Heads of all functions within the Authority and line managers to ensure a trained and committed workforce;
  • Design, develop, implement and manage short to medium-term development programmes for MFSA’s employees;
  • Provides advice to the COO on conditions of employment and negotiate terms and conditions in line with the Authority’s strategic plans and maintenance of the MFSA Staff Handbook;
  • Ensure effective cooperation with other business areas and continually monitoring the impact of HR work within the Authority;
  • Oversee the Authority’s reward management system and employee benefits programme;
  • Handling of staff grievances and disciplinary procedures;
  • Oversee the MFSA Training Strategy to ensure adequate return on investment and value in training initiatives undertaken;
  • Administrating and monitoring of the MFSA’s Self Development Scheme and the Career Progress Plan;
  • Act as Ethics Officer and ensure that MFSA’s employees are familiar and in compliance with its Ethics Framework;
  • Representing the MFSA during meetings of the HR Networking Groups within the European Supervisory Authorities;
  • Keep abreast of HR Regulation;
  • Ensure that policies and controls are in place;
  • To handle responsibilities for budgeting in relation to this function.

 

About You


We are looking for candidates with a solid background in HRD at a senior management level coupled with significant experience of managing teams and engaging with internal and external stakeholders.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

You will also possess a minimum of eight (8) years working in a similar senior role with an in depth understanding of employee/industrial relations legislation, procedures and practices. Candidates with longer working experience relevant to the role will be preferred.

If you do not have the necessary academic or professional qualifications but you have at least fourteen (14) years of relevant experience in a related area, we would still be interested in speaking with you.
